Which system is better: Neural Networks or Frames?

We will compare bases, frames, and neural networks in different categories and find out why and when one of the tools is "better" than another. In this epic showdown, we will show that despite current trends in applied mathematics and machine learning neural networks are, by no means, an appropriate replacement for frames or bases in applications such as image processing, or the numerical analysis of PDEs. In fact, we will identify a couple of tasks where neural networks fail spectacularly that can be easily performed by frames.
